Submit a Resolution to the House of Delegates

Include all contact information for the original author, as MSMS staff may need to contact him or her for additional information or clarification.

Resolutions are presented to the MSMS House of Delegates by voting delegates on behalf of their county delegation, specialty society, ethnic medical society, MSMS membership section, or as individual delegates. Indicate the delegate who is introducing the resolution and upon whose behalf the resolution is being introduced. Original authors are encouraged to work with their respective county society, specialty society, or sections to introduce resolutions.

"Whereas" statements explain why the resolution is needed, provide documentation in support of the resolution (i.e., data, statistics, references), and contribute to the general understanding of the subject matter. It is important to determine whether the topic of the resolution is existing MSMS and/or AMA policy prior to submission. Resolutions that address existing policy will be placed on the "Reaffirmation Calendar". MSMS and AMA policy can be found at their respective Websites. You may have up to 15 “Whereas” statements, the form will continue to automatically add fields for you.

"Resolved" sections define the "ask" or intent of the resolution (e.g., the author's desired action). Because the House only adopts the "resolved" sections, each "resolved" section must be able to stand independent of the "whereas" statements. You may have up to 5 “RESOLVED” statements, the form will continue to automatically add fields for you.

Pursuant to adopted HOD Resolution 65-14, any resolutions "submitted to the MSMS House of Delegates that require action by the AMA may only be submitted by MSMS members that are also members of the AMA."

Excerpt from the MSMS Policy Manual:

All members of the Michigan State Medical Society House of Delegates should declare any conflict of interest to the House of Delegates and its Reference Committees prior to testimony.

The MSMS House of Delegates considers a potential conflict of interest to exist when a Delegate, Alternate Delegate, other physician member or non-member testifying on the floor of the House of Delegate or in Reference Committee has a relationship, or engages in any activity, or has any personal financial or commercial interest that might impair his or her independence or judgment or inappropriately influence his or her decisions or actions concerning MSMS matters. If you are submitting a resolution after the stated deadline, it is considered a late resolution and will be referred to the Committee on Rules and Order of Business at the House of Delegates.
